Nov. 16: Curtis L. Collins, 41, was arrested on a murder warrant from Champaign County in Sioux City, Iowa.

According to a police report, the offender was issued a warrant Nov. 15 for the May murder of Heather Muntean, 30.

The morning of May 16, Urbana police officers were dispatched to the 300 block of North Race Street after a body was reported floating in Boneyard Creek. Upon arrival, officers discovered the body of a white woman in the creek and recovered the body with the assistance of the Urbana Fire Rescue Services. Investigators identified the woman as Muntean and an autopsy performed May 17 determined the cause of death to be drowning.

Further investigation by police identified Collins as the last person in contact with Muntean. Urbana Police, Illinois State Police crime scene investigators and forensic experts analyzed the statements of Collins and other witnesses and physical evidence and determined Collins to be responsible for Muntean’s death. An arrest warrant was obtained from the Champaign County State’s Attorney Nov. 15 after the findings were presented. The bail for the offense was set at $500,000.

Information led Urbana police officers to believe that Collins was in Sioux City, Iowa.

The Urbana Police Department notified authorities there who located and arrested Collins.
