A new guaranteed transfer policy will take effect this fall semester. The policy allows Illinois high school graduates to transfer to any University of Illinois System university from any college or university in the United States.
The U of I System Transfer Guarantee previously only applied to students transferring from a community college in Illinois.
The new policy requires students to meet specific conditions. Transfer students must have graduated from an Illinois high school, earned a minimum of 36 transferable college credits and satisfied the University System’s English language proficiency requirement. The policy only applies to students pursuing their first bachelor’s degree.
Students who meet all these requirements are guaranteed admission to the University System but are not guaranteed admission to a specific college or major.
Transfer admissions application deadlines vary between the three University System universities. Applications to the University must be completed between Jan. 15 and April 5 for fall admission. Applications to the University of Illinois at Chicago close April 1. The University of Illinois at Springfield handles transfer admissions on a rolling basis.

More than 4,300 students have been admitted through the transfer guarantee since it was introduced in 2022, according to a press release.
“We are bringing an even-greater focus on building a future for Illinois high school students by increasing the likelihood that they will stay here to work and live,” said Tim Killeen, University System president, in the press release.
Killeen shared additional information about the new policy in a video message posted to the University Systemʼs YouTube on Monday.
