The Champaign City Council will review the University’s storm water agreement during its Tuesday study session.
The University has agreed to pay their share of the storm water utility fee and, according a city memorandum, if the city adopted a storm water utility fee, it would vary based on the facilities that require storm water management.
The University proposed an increase of Direct Discharge Credits from 50 percent to 100 percent. This will result in an approximate $115,000 annual reduction in storm water utility fee revenue, which would benefit all other eligible property owners as well as the University.
If the change of agreement is approved, the demand for service on the city’s storm water system is expected to decrease.
The council will also discuss changes in the Credit and Incentive Manual, as well as some small changes to the storm water utility fee rate ordinance, which was approved April 2012.

The city would first be billed for the storm water utility fee in May, and the University would be billed in October.
