Urbana-Champaign Senate proposals may soon have to be submitted in complete text before Senate Executive Committee meetings, if a new proposal is passed.
The SEC discussed a proposal to Senate Standing Rule 14 proposed by the General University Policy committee and forwarded it to the University Senate and Statutes Procedure committee.
The proposal says bills forwarded to the Senate must first be submitted to the SEC in their full form. Nicholas Burbules, SEC member and GUP committee chair, said the proposal came from senators submitting placeholder bills that served as an “embarrassment” to the senate. These bills are used to hold the place of bills that have not been drafted at the time of the SEC meeting.
He said next year, when SEC meetings will be held the week before Senate meetings if the proposed calendar is passed, having the full text of the bill would become more imperative.
The SEC approved the proposed schedule for the 2013-14 academic year, and the calendar will be forwarded to the full Senate. The new calendar included a provision to hold SEC meetings the week prior to full senate meetings. The senate may also hold meetings in the Illini Union for the first semester because of the cost of having meetings in Levis Faculty Center. The full senate will vote on the calendar at its meeting April 29.
