Former Director of Bands Robert Rumbelow resigned Thursday following a University Police Department investigation that concluded that he sold more than $50,000 worth of University instruments and deposited the money in his personal bank accounts.
According to a press release from the University Police, Rumbelow admitted to selling the University’s instruments and said he intended to return the money to the band department. Rumbelow paid the University $86,000 amid his resignation.
“(Rumbelow) said that he was selling the instruments to raise enough money to fund a feasibility study for the band program,” said UIPD Detective James Carter, who was the lead investigator of the case.
Rumbelow’s attorney could not be reached for comment.
The case began with a complaint to the University’s Ethics Office and was initially investigated by the Office of University Audits.

“It was good work by the audits office and Detective Carter,” said UIPD Lt. Matt Myrick. “The tip to the ethics office was key to uncovering this behavior.”
The investigation confirmed inconsistency among inventory lists, which were prepared by Rumbelow as part of a program that allowed the University to trade in old instruments for credit toward new ones, according to the release. The investigation concluded that 76 instruments, many of which were sold by Rumbelow on eBay and through other contacts, were missing from these lists.
Additionally, University police found “questionable purchases” made on Rumbelow’s P-Card, a University credit card given to employees to be used for official purchases of qualified supplies and equipment.
Campus spokeswoman Robin Kaler said there was no separation agreement. She cited his resignation as a “personnel matter” but declined further comment.
Rumbelow’s resignation is effective immediately. He was replaced by Linda Moorhouse, acting director of bands.
In an email sent to the School of Music, Jeffrey Magee, interim Director of the school of music, said he remains confident in the bands division’s leadership.
“We look forward to a great season for our bands, a healthy and sound fiscal future, and a continued reputation in setting the standards for concert performance, music education and scholarship,” he said.
University Police issued Rumbelow a notice to appear in court on the charge of theft over $10,000 and was assigned a court date of Sept. 24. The case is currently under review by the Offie of the Champaign County State’s Attorney.
